Modelling the effectiveness of collaborative schemes for disease and pest outbreak prevention

Preventing disease outbreaks has widespread benefits that are dependent on the actions of many agents but can be undermined by inaction others. This paper explores whether a voluntary biosecurity-related assurance scheme an effective mechanism for curbing risks animal and plant pests diseases. The decision to engage in such schemes is modelled using coalition game where consider both direct costs infection regional outbreak like trade bans movement restrictions. We find government needs support through incentives reduce members’ pre-agreed compensation or preferential regulatory treatment. Assurance could provide significant improvements biosecurity if membership high; without incentives, stable coalitions either small ineffective at improving biosecurity.
